Extends groundwater exemptions in the Phoenix active management area from December 31, 2024 to December 31, 2034 for irrigation water duties, conservation requirements, and withdrawal fees.

Maintains the $0.25 per irrigation acre annual water duty exemption fee for the Arlington canal company, Buckeye water conservation and drainage district, and St. John's irrigation district through 2035.

Extends the exemption for non-irrigation groundwater use in the exempted area through 2034, requiring users to pay a $500 annual fee to the director by March 31 each year.

Updates the director's deadline to submit recommendations on extending exemptions to November 15, 2031 (previously December 15, 2019).

Extends the date for accounting drainage water withdrawals as surface water under conservation requirements from January 1, 2025 to January 1, 2035 for turf-related facilities and riparian habitat within the exempted area.
