Senate Bill 1028 - Alternative Assessment Study Committee

• Establishes a study committee on alternative assessment with 13 members including 3 senators, 3 representatives, 2 special education teachers, 2 parents of special education students, 1 school district superintendent, 1 alternative assessment expert, and the superintendent of public instruction (or designee).

• Committee shall evaluate outreach and professional development for parents and educators, accommodations for special education students during assessments, guidance on identifying students for alternative assessment, professional development for educators and administrators, and development of a parent guidebook on special needs assessments.

• Requires the committee to submit a report with findings, conclusions, and recommendations to the governor, superintendent of public instruction, speaker of the house, and president of the senate by December 1, 2021.

• The committee is automatically repealed on June 30, 2022.

• Effective upon signature by the governor on March 18, 2021.
