Amends Arizona Revised Statutes Section 23-908 to clarify that mail order pharmacies delivering services to workers' compensation claimants are not considered "settings not accessible to the general public" if they do not limit access to claimants with specific affiliations and do not provide rebates or compensation to referring entities.

Requires the Arizona Commission to base adoption of workers' compensation fee schedule provisions involving specific drug prices on validated industry studies and practices, with formulas made publicly available for at least 180 days before any hearing.

Maintains that fee schedules for prescription medicines must comply with state pharmacy generic drug and interchangeable biological product requirements under Arizona Revised Statutes Section 32-1963.01.

Clarifies that Section 23-908 does not prohibit healthcare providers or pharmacies from entering into separate contracts with negotiated rates, or employers from directing medical care under Section 23-1070.

Designates the act as an emergency measure operative immediately upon enactment, approved by the Governor on April 9, 2021.
