Establishes annual board review of program premiums to ensure financial security of the public safety cancer insurance policy program.

Expands eligibility to include corrections officers, detention officers, and other members defined in section 38-881 who voluntarily enroll and make payments through their employer.

Removes requirement that cancer must be diagnosed after employment begins; allows coverage for retired persons with cancer diagnosis regardless of when diagnosed, provided they meet other eligibility criteria.

Permits retired persons to continue coverage beyond their standard eligibility period by making an election with the board and paying premiums determined by the board.

Maintains the $180 annual maximum charge per employee for participating employers, with 15 percent monthly late charges for non-payment by August 31.
