SB 1050 - Congenital Heart Defect Special Plates

• Authorizes the Department of Transportation to issue congenital heart defect special plates if $32,000 is paid by December 31, 2022 for implementation costs, with the design and color subject to department approval.

• Sets the special plate fee at $25 total, comprised of $8 for special plate administration (deposited to the state highway fund) and $17 as an annual donation (deposited to a new congenital heart defect special plate fund).

• Establishes the congenital heart defect special plate fund in the Department of Health Services, administered by the director, with the first $32,000 reimbursed to the implementation cost payer.

• Limits annual fund administration costs to no more than 10 percent and requires annual distribution of remaining monies to a qualified hospital foundation in Arizona that supports pediatric cardiac care and research.

• Restricts fund use to congenital heart defect research, treatment, and community education and outreach programs.
