Amends Arizona Revised Statutes Section 37-251 to allow the Department of State Lands to issue patents for partial tracts of land with the purchaser's application, if it is in the best interest of the applicable trust.

Removes the previous minimum acreage requirement that prevented patenting of less than one-fourth of the original tract or less than ten acres (with limited exceptions).

Requires the commissioner to ensure remaining lands after partial patent issuance are of greater value than the unpaid certificate balance and have independent development potential.

Mandates that partial patent purchasers pay a premium price per acre until the total original tract price is fully paid, with credit toward the total purchase price.

Applies to all future certificates of purchase, while preserving existing rights for certificates issued before September 30, 1988.
