Amends Arizona Revised Statutes section 16-452 regarding the secretary of state's elections manual and approval procedures.

Requires the secretary of state to submit the official instructions and procedures manual to the attorney general and legislative council for approval, rather than to the governor and attorney general.

Maintains the requirement that the manual be issued by December 31 of each odd-numbered year preceding the general election, with submission to approving authorities by October 1 of the year before each general election.

Preserves existing provisions regarding rules for early voting, ballot handling, fax transmittal of election materials to overseas citizens, and field review of electronic voting systems.
