Establishes a moratorium on new well construction in the Upper San Pedro groundwater basin and Verde Valley groundwater subbasin, effective upon passage.

Department of Water Resources is prohibited from issuing permits or drilling cards for new wells in these basins, with limited exceptions.

Exempts replacement wells as defined by departmental rules, wells that will not pump river subflow, and wells constructed after completion of the Gila River general adjudication of water rights.

Amends Title 45, Chapter 2, Article 10 of Arizona Revised Statutes by adding section 45-596.02.
