Amends Arizona Revised Statutes Section 26-303 to establish automatic termination of states of emergency 90 days after proclamation unless extended by concurrent resolution of the legislature.

Limits legislative extensions of states of emergency to no more than 90 days per extension, with the legislature able to extend multiple times as necessary.

Allows states of emergency to be terminated earlier by gubernatorial proclamation or concurrent resolution of the legislature.

Prohibits the governor from proclaiming a new state of emergency based on the same conditions after termination without passage of a concurrent resolution; allows citizens to seek a writ of mandamus to enforce this prohibition.

Clarifies that emergency powers do not restrict lawful possession, transfer, sale, transportation, carrying, storage, display or use of firearms and ammunition.
