Allows employees of licensed outpatient treatment centers to provide behavioral health services at private offices or clinics operated by exempt health care providers under specified conditions.

Requires a written agreement between the outpatient treatment center and exempt health care provider that addresses services provided, billing responsibility, liability for employee actions, and medical records maintenance and confidentiality.

Mandates medical records for behavioral health services provided by outpatient treatment center employees be stored at the treatment center in addition to any other storage locations.

Requires outpatient treatment centers to report to the department any unexpected deaths, self-injuries, or other injuries of patients under employee care occurring at exempt health care provider premises and whether medical attention was required.

Restricts unlicensed outpatient treatment center employees from providing services at exempt health care provider offices unless a licensed health care professional employed by the treatment center is on-site.
