Amends Arizona Revised Statutes section 36-551 to add spina bifida as a condition that can qualify a person for developmental disabilities services.

Defines spina bifida as a neural tube defect occurring when the neural tube fails to develop or close properly before birth, with severity depending on the size of the spinal opening and its location on the spine.

Adds spina bifida to the list of conditions (alongside cognitive disability, cerebral palsy, epilepsy, and autism) that can establish a severe, chronic disability meeting the definition of developmental disability under state law.

Renumbers subsequent definitions in section 36-551 to accommodate the new spina bifida definition, shifting definitions 39-42 to 40-43.
