Amends sections 8-882, 8-883, and 8-884 of Arizona Revised Statutes to replace "department of health services" with "Arizona health care cost containment system" as joint administrator of the substance abuse treatment program with the department of child safety.

Requires the department of child safety and AHCCCS to develop community substance abuse prevention and treatment programs that identify eligible parents, guardians, custodians, and persons receiving cash assistance whose substance abuse is a barrier to family stability or employment.

Establishes that community programs must include substance abuse screening, assessment, treatment referral, treatment services, aftercare, service coordination, and other services necessary to achieve outcome goals.

Mandates contractors develop programs through community collaboration and specify outcomes addressing child safety, family stability, permanency for children in out-of-home placement, self-sufficiency through employment, and recovery from alcohol and drug problems.

Requires the department of child safety to retain an evaluator to assess contractor performance at least quarterly and deliver an annual statewide report to the legislature by November 1 on the prior fiscal year's performance.
