Requires each school district and charter school to hire at least one school counselor for every 550 enrolled pupils beginning in the 2026-2027 school year, if sufficient monies are appropriated.

Schools with fewer than 550 pupils must either hire one school counselor (who may work part-time) or contract for counselor services through an intergovernmental agreement with other districts or charter schools.

Establishes state board of education certification requirements for school counselors aligned with national standards, effective June 30, 2022.

Creates the School Counseling Plan Grant Fund administered by the Department of Education to provide grants to schools and districts for implementing comprehensive school counseling plans.

Appropriates $19 million for fiscal year 2021-2022, increasing annually by $19 million each year through fiscal year 2025-2026, reaching $95 million total.
