Requires gubernatorial candidates to submit the name of their joint lieutenant governor running mate to the secretary of state no later than 60 days before the general election, with the lieutenant governor candidate's name appearing jointly on the ballot with the governor candidate.

Changes the direction, operation, and control of the Department of Administration from a governor-appointed director to the lieutenant governor, removing the requirement for senate confirmation.

Removes the old provision allowing the governor to appoint a director to the Department of Administration with senate advice and consent.

Applies to elections for the term of office beginning in 2027.

Conditional enactment: the act becomes effective only if Arizona voters approve a constitutional amendment establishing the office of lieutenant governor at the next general election.
