SB1116 Summary: State Permitting Dashboard

• Establishes a State Permitting Director appointed by the Governor to implement and oversee a permitting dashboard for tracking state authorizations for eligible projects.

• Creates an online permitting dashboard that displays the progress and status of state authorizations for participating projects involving infrastructure, energy, mining, transportation, water resources, broadband, pipelines, manufacturing, or other director-determined activities with anticipated construction investment exceeding $25 million.

• Requires project sponsors to submit notices describing proposed eligible projects, which the Director must evaluate within 30 days to determine qualification and inclusion as participating projects; agencies then have 45 days to submit anticipated authorization requirements with completion timelines.

• Mandates agencies coordinate authorizations concurrently with other state and local approvals to the maximum extent practicable and submit decisions affecting participating projects to the Director for dashboard display.

• Establishes a dispute resolution process whereby the Director mediates permitting timetable disputes, and if unresolved within 30 days, the Governor's Regulatory Review Council may recommend action; this chapter is repealed December 31, 2028.
