Adds section 37-1310 to Arizona Revised Statutes to authorize reimbursement of fire districts with populations under 10,000 for emergency medical services responses on federal lands.

Fire districts must submit itemized reimbursement claims within 90 days of the emergency medical services response, and the state forester must process and pay valid claims within 90 days of receipt.

Reimbursable expenses include personnel costs, fuel costs, medical supplies, and other related costs as determined by the state forester.

Appropriates $500,000 from the state general fund in fiscal year 2021-2022 to the Arizona Department of Forestry and Fire Management for fire district reimbursements.

Exempts the appropriation from lapsing provisions, allowing unspent funds to carry forward.
