Amends Arizona marijuana licensing law to add new definitions including "licensee," "excluded felony offense," and "independent third-party laboratory" to chapter 36-2850.

Requires marijuana establishments to implement tracking systems by December 31, 2023 to monitor cultivation, processing, manufacturing, and sale of marijuana products at all points in the supply chain.

Establishes new labeling requirements for marijuana products, including consumer-scannable QR codes linking to information on harvest date, THC strain, extraction method, laboratory impurity reports, manufacture date, and distribution chain by December 31, 2023.

Prohibits the department from issuing marijuana establishment licenses to applicants with ownership interests in out-of-state marijuana establishments whose licenses have been revoked.

Requires marijuana establishments to display conspicuous warning signs about potential dangers of marijuana use during pregnancy and breastfeeding, and the risk of reporting to child safety services.
