Amends section 28-701.02 to change the excessive speed violation threshold in other locations from exceeding 85 mph to exceeding the posted speed limit by more than 20 mph.

Modifies section 28-702.01 to replace fixed speed thresholds (55 mph and 65 mph) with references to posted speed limits, applying different standards for urbanized areas (at least 40 mph) and outside urbanized areas (at least 30 mph).

Redefines the "waste of a finite resource" civil violation to apply when driving not more than 10 mph in excess of the posted speed limit, rather than the previous 65 mph threshold.

Changes the civil penalty for waste of a finite resource violations to $15 plus applicable surcharges, and maintains that such violations cannot affect driver's license suspension/revocation or insurance rates.

Designates speeding more than 10 mph above the posted limit as a civil traffic violation subject to penalties under section 28-1598, and removes an exception for interstate highways outside urbanized areas.
