Establishes the Arizona State Library, Archives and Public Records in the Office of the Secretary of State to provide library, archives, and public records services to the public.

Transfers management of the State Capitol Museum from the Secretary of State to the Arizona Legislative Council, effective retroactively from December 31, 2020.

Creates the Electronic Records Repository Fund and Records Services Fund to support the state library's operations for preserving and managing electronic and physical records.

Requires all state and local agencies to establish records management programs, maintain public records according to standards set by the state library director, and prohibits destruction of records without state library authorization.

Terminates the Arizona State Library, Archives and Public Records on July 1, 2029, with all enabling legislation repealed effective January 1, 2030.
