Repeals Arizona Revised Statutes sections 9-500.38 and 11-269.16 relating to auxiliary containers and local regulation.

Amends section 44-1648 to clarify that cities, towns, and counties retain power to enforce business licensing laws for scrap metal dealers.

Removes language that previously stated sections 9-500.38 and 11-269.16 did not affect local licensing power, as those sections are being repealed.

Preserves scrap metal dealer licensing systems that include background checks, identification, and fingerprinting of owners.
