Amends Arizona Revised Statutes Section 10-2085 to require electric cooperatives to pay property owners "just compensation" when expanding easements or property rights to provide broadband service if the expansion reduces the property's fair market value.

Property owners must file court actions for compensation within 18 months of receiving notice from the cooperative; failure to file within this timeframe vests the expanded broadband use permanently in the cooperative without compensation owed.

Requires cooperatives to provide written notice to property owners before excavating for fiber-optic cable or underground broadband facilities, including cooperative contact information, summary of activities, and estimated excavation dates.

Prohibits class action lawsuits against cooperatives for broadband-related compensation claims and bars use of communications corridor revenues or rental values as evidence in determining fair market value diminution.

Requires pole attachment agreements between cooperatives and their broadband affiliates to charge equal pole attachment fees to unaffiliated video service providers and telecommunications providers when jointly attached to the same pole as the affiliate.
