Amends Arizona Revised Statutes Section 46-101 to redefine "child only case" for purposes of cash assistance eligibility.

Expands the definition to include cases where an eligible dependent child is placed with an unrelated adult or nonparent relative either through department of child safety, tribal court, or tribal child welfare agency custody in foster care, or pursuant to a court or tribal court order.

Adds clarification that caregivers receiving foster home care payments are excluded from the definition of nonparent relatives not receiving cash assistance.

Modifies the "assistance unit" definition to explicitly include "child only case" as a category of cases whose needs are considered to determine cash assistance benefit amounts.
