Amends Arizona Revised Statutes Section 15-951 to allow common school districts not within high school district boundaries to continue calculating budget and equalization assistance under existing formulas for up to 15 years after voters authorize unification or until a high school is built, whichever occurs first.

Allows newly formed unified school districts that phase in grades 9-12 instruction to continue using the prior calculation method for a maximum of 5 years after the new high school begins operations.

Permits school districts to retroactively adjust their fiscal year 2020-2021 budget under the new provisions but prohibits retroactive adjustments for any other fiscal year.

Repeals prior statutory provisions from Laws 2007, chapter 283, section 6 and Laws 2016, chapter 220, sections 1 and 2.

Applies retroactively from June 30, 2020, and is designated as an emergency measure.
