• Sets financial limitations: exemptions apply only to transactions not exceeding $6,000 per transaction and $150,000 total aggregate profit in the previous calendar year across all related parties.

• Requires persons notified of violations by a state agency to either obtain required licensure/certification within six months or amend the contract to specify the exemption, during which time the agency cannot take disciplinary action.

• Exempts persons from failure to procure a business license charges if they qualify for licensure exemptions under this section, and defines violations as unlawful practices subject to investigation by the Attorney General.
