Directs the Department of Transportation to develop a zero emission vehicle plan in coordination with the Department of Environmental Quality and Department of Administration, with a goal of increasing registered zero emission vehicles in Arizona to at least 100,000 by 2027.

Requires the zero emission vehicle plan to establish interstate and intrastate zero emission vehicle corridors, coordinate and increase installation of zero emission vehicle infrastructure, and incorporate best practices for increasing adoption.

Mandates state agencies prioritize zero emission vehicles when purchasing or leasing new vehicles and for agency business travel when feasible, with preference for low-emission alternatives when zero emission vehicles are not feasible.

Requires the Department of Transportation to develop a state zero emission motor vehicle fleet plan identifying feasible trip types, recommending necessary infrastructure, and developing procurement strategies to increase zero emission vehicle purchases.

Appropriates $500,000 from the state general fund in fiscal year 2021-2022 to the Department of Transportation for acquiring telematics technology to develop the state zero emission motor vehicle fleet plan, with the appropriation exempt from lapsing provisions.
