Adds definition of "dry needling" to Arizona athletic training law as a skilled intervention using a thin filiform needle to treat neuromusculoskeletal conditions, pain, and movement impairments.

Authorizes athletic trainers to perform dry needling as a therapeutic modality under the direction of a licensed physician, provided they have received appropriate education and training.

Establishes failure to demonstrate professional standards of care and training qualifications for dry needling as grounds for disciplinary action against licensed athletic trainers.

Requires the Arizona Board of Athletic Training to adopt rules by December 31, 2021, establishing professional standards of care and training/education qualifications for athletic trainers performing dry needling.

Exempts the Board of Athletic Training from standard rulemaking requirements under Arizona law through December 31, 2021, to expedite adoption of dry needling regulations.
