• Removes requirement for board rulemaking authority in section 32-1979.03, allowing pharmacists to prescribe and dispense nicotine-replacement tobacco cessation therapies after completing accredited training and maintaining records.

• Requires pharmacists prescribing prescription nicotine-replacement therapies to notify patients' primary care providers within 72 hours and keep detailed patient records available to providers upon request.

• Defines "qualified patient" for tobacco cessation services as individuals at least 18 years old enrolled in a structured cessation program and educated on nicotine toxicity symptoms.
