Amends Arizona Revised Statutes Section 41-1727 to modify the victims' rights enforcement fund administration and distribution requirements.

Allows the fund to distribute monies to nonprofit organizations providing legal representation and social services to crime victims, and adds new authority to provide technical assistance and training to criminal justice agencies (limited to 10% of fund monies).

Requires organizations receiving funding to have a five-year history of providing these services without cost to victims and submit annual reports detailing budget, funding sources, expenditures, and victim satisfaction levels.

Permits organizations to establish qualifications through an attorney who meets the fund requirements and allows funded organizations to serve all crime victim types without limitation.

Protects the privacy of crime victims, advocates, and attorney-client privileged information from being disclosed in required reports.
