Appropriates $25,000,000 from the state general fund in fiscal year 2021-2022 to the Department of Veterans' Services to construct and establish a veterans' home facility in Mohave County.

Funds may only be expended if the Department of Veterans' Services secures irrevocable commitments from the United States government to fund at least 65 percent of the total project costs.

The appropriation is exempt from lapsing provisions, but any unexpended and unencumbered amounts must revert to the state general fund by June 30, 2025.

The act is declared an emergency measure and becomes effective immediately upon passage.
