Prohibits the Arizona Corporation Commission from adopting or enforcing any policy, decision, or rule that regulates the types of electric generation resources used by public service corporations without express legislative authorization.

Exempts policies, decisions, or rules adopted before June 30, 2020 from this prohibition.

Preserves the Corporation Commission's authority to set electricity rates for public service corporations.

Defines "critical electric generation resources" to include solar, wind, biomass, geothermal, nuclear, hydroelectric, fuel-cell technology, natural gas, coal, and other petroleum fuel sources.

Applies retroactively to June 29, 2020.
