Requires local law enforcement agencies to provide written notice to a person before designating them as a suspected gang member, associate, or affiliate in a shared gang database, unless doing so would compromise an active investigation or safety.

Allows persons, parents/guardians of minors, or their attorneys to request written information about whether they are designated in a gang database and the basis for that designation.

Establishes a process for contesting designations by submitting written documentation to the law enforcement agency, which must respond with a decision within 30 days or the request is deemed denied.

Permits persons to petition superior court for de novo review of denied removal requests, with the court ordering removal if the agency fails to establish gang membership status by clear and convincing evidence.

Exempts databases used solely by jail or correctional facility staff for internal classification and operational purposes from these notification and appeal requirements.
