Prohibits the board of supervisors from granting applications to convert publicly funded or maintained streets or highways into toll roads.

Prohibits the Department of Transportation from entering into public-private partnership agreements that allow conversion of existing publicly funded or maintained streets or highways to toll roads, including conversions for traffic management strategies.

Maintains existing restrictions on toll road franchises, limiting them to a term of not more than ten years with one optional extension of up to ten years.

Clarifies that on expiration or forfeiture of a toll road franchise, ownership reverts to the county, which may declare it a free highway or continue collecting tolls.
