Establishes uniform local board procedures through model rules issued by the board of trustees, with independent legal counsel required for each local board who cannot be employed by the employer or employee organizations.

Grants the board of trustees authority to audit local boards for compliance and require corrective action within 60 days, with the board of trustees assuming control of noncompliant local boards until resolved.
