Amends Section 4-203 of Arizona Revised Statutes to modify delivery requirements for spirituous liquor sales by off-sale retail licensees.

Requires licensees to record identification information electronically for each delivery unless the person delivering the order personally retrieved and packaged the container themselves.

Exempts orders with personally retrieved and packaged containers from the requirement to label containers with "contains alcohol, signature required" warning if identification information is electronically recorded.

Applies age identification verification requirements from Section 4-241 at the time of delivery rather than at the time of order placement and payment.

Clarifies that independent contractors and their employees delivering spirituous liquor are deemed to be acting on behalf of the licensee for purposes of compliance and violation liability.
