Allows donors legally authorized to possess medicine to donate to authorized recipients (wholesalers, distributors, pharmacies, hospitals, health care institutions) after verification of donor identity and legal authorization.

Requires donated medicine to be in unopened, tamper-evident packaging, not adulterated or misbranded, and accompanied by attestation that it was kept in temperature-controlled environment.

Permits authorized recipients to transfer donated medicine only once to another authorized recipient or entity in another state's drug donation program.

Allows donated medicine to be dispensed or administered only to eligible patients (indigent, uninsured, underinsured, or enrolled in public health benefits programs) with valid prescription and patient-specific records.

Provides immunity from civil, criminal, and professional disciplinary liability for donors, recipients, and others acting in good faith under this section; prohibits resale of donated medicine but allows handling, dispensing, and administrative fees as prescribed by board rules.
