Amends Arizona Revised Statutes sections 21-102 and 21-422 relating to juries and grand jury jurisdiction.

Adds new subsection F to section 21-102 requiring that in civil actions brought by or on behalf of the state for violations of statutes, a jury shall determine liability, willfulness, and the amount of monetary remedies including restitution, disgorgement, and civil penalties unless parties waive jury trial.

Expands state grand jury jurisdiction under section 21-422 to include violations of title 13 or 46 when the victim is a vulnerable adult as defined in section 13-3623 or 46-451.

Makes clarifying grammar changes throughout section 21-422, including replacing "which" with "that" and updating language regarding limitations on grand jury jurisdiction.
