Amends section 37-1054 to authorize conservation districts to conduct surveys and research relating to eradicating invasive vegetation alongside noxious growths on agricultural and grazing lands.

Expands conservation district powers to include increasing public awareness of water conservation statewide through education centers, including water conservation methods and best management practices.

Amends section 43-1084 to allow taxpayers to claim a 75 percent tax credit for agricultural water conservation system expenses if the system is consistent with a conservation plan filed with the USDA Natural Resources Conservation Service or a natural resource conservation district in Arizona.

Permits co-owners of land with installed water conservation systems to each claim a pro rata share of the tax credit based on ownership interest, with total credits not exceeding what a sole owner would receive.

Allows unused agricultural water conservation tax credits to be carried forward for up to five taxable years.
