Amends Arizona Revised Statutes Title 13, Chapter 38, Article 7 by adding section 13-3904 regarding arrest warrant procedures.

Requires a magistrate to issue an arrest warrant only after reviewing an affidavit that is sworn to or affirmed by a peace officer containing facts sufficient to establish probable cause that a specific offense was committed and a particular person committed it.

Mandates that arrest warrants be in a form substantially similar to a form adopted by the Arizona Supreme Court.

Defines "arrest warrant" as a written order issued in the name of the State of Arizona, signed by a magistrate, directed to a peace officer, commanding arrest of the named person and their appearance before a magistrate as prescribed by supreme court rules.
