Establishes the immigrant legal fund consisting of legislative appropriations, gifts, grants, and donations to be administered by the state treasurer.

Appropriates $1,000,000 from the state general fund in fiscal year 2021-2022 to the newly created immigrant legal fund.

Monies in the fund are continuously appropriated and exempt from lapsing appropriations requirements.

Directs the state treasurer to distribute fund monies on a first-come, first-served basis to nonprofit organizations that provide legal counsel for immigration cases.

Requires the state treasurer to establish an application process for nonprofit organizations to request monies from the fund.
