Amends section 28-4143 of Arizona Revised Statutes regarding financial responsibility verification after vehicle accidents.

Allows the Department of Motor Vehicles to verify insurance coverage for vehicles involved in accidents, including unregistered vehicles, by contacting insurers or relevant parties.

Requires the department to mail notice to vehicle owners whose insurance cannot be verified, demanding proof of financial responsibility within 30 days of the notice date.

Authorizes the department to suspend a driver's license and vehicle registration 15 days after mailing a suspension notice if the owner fails to provide valid proof of financial responsibility or request a hearing.

Exempts registered owners from suspension if they provide proof that the vehicle was sold before the accident occurred.
