Amends Arizona Revised Statutes section 41-328 to clarify prohibited conduct for notaries public.

Prohibits notaries from performing jurats on incomplete documents and requires refusal if a document is known to be incomplete or incomplete on its face.

Prohibits notaries from notarizing their own signature or the signatures of persons related by blood, marriage, or adoption.

Prohibits notaries from notarizing documents where they are an officer of a named party, a party to the document, or will receive direct material benefit from the transaction exceeding prescribed fees.
