Amends section 12-109 of the Arizona Revised Statutes regarding the Arizona Supreme Court's authority to establish rules of pleading, practice, and procedure.

Authorizes the Supreme Court to allow documents requiring sworn declarations, verifications, certificates, statements, oaths, or affidavits to be signed with electronic signatures.

Clarifies that court rules must simplify pleading, practice, and procedure and promote speedy determination of litigation on its merits, without abridging, enlarging, or modifying substantive rights of litigants.

Requires the Supreme Court to print and distribute rules to all state bar members and interested persons, with rules becoming effective 60 days after distribution.
