Expands allowable uses of school tuition organization (STO) scholarships to include registration fees, extracurricular activities (band uniforms, athletic equipment, lab materials, competitive trips), and standardized testing for college credit or readiness (SAT, ACT, AP, IB exams).

Adds new definition of "career and technical education industry certification assessment" as an allowable use of STO contributions for qualified students.

Clarifies that STO scholarships may cover combined costs of tuition, registration, extracurricular activities, standardized testing, and career and technical education assessments up to 90 percent of state aid that would otherwise be computed for the student.

Specifies that extracurricular activities do not include senior trips or recreational/amusement/tourist events, and clarifies that competitive trips may be in-state or out-of-state.

Maintains existing requirement that STOs allocate at least 90 percent of contributions to educational scholarships or tuition grants and prohibit awards solely based on donor recommendations.
