Prohibits state agencies and political subdivisions from requiring public works contractors to enter into neutrality agreements with labor organizations as a condition of bidding, negotiating, being awarded, or performing work.

Defines "neutrality agreement" to include agreements to remain neutral toward labor organizations, release private employee information beyond federal requirements, allow property access beyond federal requirements, or recognize a labor organization without a secret ballot election.

Does not prohibit private parties from entering into individual collective bargaining relationships or regulate activity protected by federal labor law, including the National Labor Relations Act.

Applies the same prohibition on requiring neutrality agreements to contractors engaged in construction, maintenance, repair, or improvement of projects subject to Arizona Corporation Commission approval under environmental compatibility certificates.

Removes previous restrictions on requiring project labor agreements and apprenticeship program participation, leaving only neutrality agreements as prohibited in public works contracts.
