Prohibits firearm retailers from delivering a firearm before expiration of a mandatory three-day waiting period, excluding weekends and legal holidays.

Defines "purchase" as the transfer of money or other valuable consideration to a retailer for a firearm.

Defines "retailer" as a licensed importer, manufacturer, or dealer engaged in firearm sales at retail or distribution in Arizona.

Violation of the waiting period requirement is classified as a class 6 felony.
