Restricts career technical education district (CTED) funding to a maximum of four years per student by adding language that "funding shall not be provided for more than four years for the same student."

Lowers the grade threshold for CTED funding eligibility from grades 10-12 to grades 9-12, but delays funding for grade 9 students until they reach grade 10, at which point retroactive funding applies.

Modifies the definition of eligible students to include "pupils in the school year immediately following graduation" for funding purposes in centralized and leased campus programs.

Updates statutory language regarding average daily membership calculations, facility definitions, and intergovernmental agreements between CTEDs and school districts or community colleges.

Makes technical corrections to Arizona Revised Statutes section 15-393 regarding career technical education district governance, student eligibility, and funding mechanisms.
