Amends Arizona Revised Statutes Section 36-405 to establish minimum standards and requirements for constructing, modifying, and licensing health care institutions to ensure public health, safety, and welfare.

Requires outpatient surgical centers to have either a licensed anesthesia provider (under title 32, chapters 13, 15, or 17) or a licensed physician (under title 32, chapters 13 or 17) remain on premises until all patients are discharged from the recovery room.

Directs the director to adopt standards using current guidelines from the Joint Commission on Accreditation of Hospitals, the Commission on Accreditation of the American Osteopathic Association, or other approved accreditation organizations.

Authorizes the director to classify health care institutions by character, size, range of services, specialty, duration of care, and patient care standards for licensure purposes.

Deposits 90 percent of collected licensing fees to the health services licensing fund and 10 percent to the state general fund.
