Amends Arizona Revised Statutes Section 16-821 regarding county committees and precinct committeeman vacancies.

Changes language from "upon" to "on" the recommendation of the county chairperson or designated committee when the board of supervisors determines if a vacancy exists in the precinct committeeman office.

Replaces "chairman" with "chairperson" throughout the statute for gender-neutral language.

Replaces "permitted" with "allowed" regarding which precinct committeemen can vote at state or county committee organizing meetings (only those elected at the primary election prior to the meeting date).

Maintains existing criteria for establishing vacancies in the precinct committeeman office as set forth in Section 38-291.
