Amends Arizona water quality control law to change the department's authority regarding public service corporations that operate wastewater treatment facilities or public water systems from "may" to "shall" make written requests to the Corporation Commission to take corrective actions within 30 days when compliance violations occur.

Requires the department to provide copies of corrective action requests to governing bodies of local jurisdictions served by the non-compliant facility or system.

Applies the mandatory corrective action requirement to situations where the department determines non-compliance with administrative orders, files civil actions for violations, or identifies emergency conditions at regulated facilities.

Makes conforming changes to statute section numbering in Arizona Revised Statutes sections 49-262 and 49-354 to reflect the new subsections added by these amendments.
