• Creates "support cancer victims special plates" if $32,000 implementation fee is paid by December 31, 2022; $25 annual fee ($8 administration, $17 donation) with donations directed to eligible 501(c)(3) cancer support organizations operating statewide for 20+ years.

• Creates "real estate professional special plates" if $32,000 implementation fee is paid by December 31, 2021; $25 annual fee ($8 administration, $17 donation) with donations directed to 501(c)(6) real estate trade associations representing 50,000+ professionals for affordable housing development.

• Both special plate funds established with first $32,000 reimbursed to entity paying implementation costs; up to 10% of annual deposits can be used for fund administration; remaining monies continuously appropriated to designated charitable organizations.

• Special plate administration fees deposited to state highway fund; donation portions kept in separate dedicated funds for cancer victims support and real estate affordable housing initiatives respectively.

• Allows director to combine either special plate request with personalized special plates at combined fees; permits both plate designs subject to department approval.
